Strathclyde Regional Bus Strategy

The Strathclyde Regional Bus Strategy aims to get more people on buses and deliver improved access for communities who rely on bus for everyday travel needs. The strategy sets out what we need from bus in the future - buses that are more frequent, more reliable, more affordable and easier to use. A better co-ordinated and more recognisable network that provides turn up and go service levels on key routes and ensures a consistent level of service for towns and villages. A bus network that is more accessible and safer to use, with the benefits of a zero-emission fleet felt across the region.

The strategy proposes developing a bus franchising model for local services across the region and outlines the requirements of the Transport (Scotland) Act 2019 for a Franchise Framework Assessment (FFA), which includes the development of a Full Business Case and independent scrutiny and democratic approval of that process. The bus strategy also sets out actions to deliver improved bus infrastructure and other activities and interventions that encourage more people to use bus.

The first stage of the development of the SRBS development was the SRBS Case for Change. This report sets out the key problems with the bus network and the desired transport outcomes, objectives, and core policy areas to improve the bus network.

Following this, initial policies and measures were developed and an Options Appraisal was carried out.  The aim of the appraisal was to identify a recommended operational model for bus services in the region. The recommendations of the Options Appraisal were reported to SPT Partnership in March 2024. 

A consultation on the recommendations of the Options Appraisal was carried out in April - May 2024.  The outcomes of the consultation were reported to the SPT Strategy and Programme committee in September 2024.

In February 2025, the SPT Strategy and Programmes committee approved the draft SRBS for public consultation. 

The consultation on the draft Strathclyde Regional Bus Strategy took place in March – May 2025. The consultation feedback was taken into account and an updated SRBS was prepared. 

On 19 September 2025, the SPT Partnership in September 2025 approved the SRBS. 

This means SPT will now progress with the delivery of the strategy, with details on the delivery programme to be reported to the SPT Partnership in December 2025.

Following approval of the SRBS at the September 2025 SPT Partnership meeting, SPT officers are preparing the delivery programme for the strategy.  This will include details on taking forward the Franchise Framework Assessment process.  The SPT Partnership will be updated in December 2025.
