SPT People and Place Programme

In line with national shifts in active travel policy and the emphasis on sustainable transport, Transport Scotland revised the delivery model for behaviour change and access to bikes initiatives in 2024/25. Aligned with the Verity House Agreement’s 'local by default, national by agreement' principle, more direct funding and control was to be delivered through local authorities.

Regional Transport Partnerships (RTPs) were requested to lead on the new 'People and Place Programme’ to support this, coordinating Transport Scotland’s capital and revenue funding to local authorities, third sector organisations, and other delivery partners supporting travel behaviour change initiatives.

About the programme

Supporting SPT’s wider objectives and in alignment with our Regional Transport Strategy, the programme aims to:

  • Promote understanding of the advantages of active and sustainable travel to inspire long-term behaviour change.
  • Tackle barriers to active travel to encourage greater participation in active and sustainable travel among underrepresented groups in the SPT region.
  • Increase the proportion of active and sustainable journeys in the SPT region.
  • Continue to develop SPT’s strong relationships with all 12 Local Authorities in the SPT region.

The People and Place Programme allows SPT to support organisations across our region to deliver active and sustainable travel behaviour change projects that fall under the following themes:

  • Schools and Young People
  • Workplaces
  • Accessibility and Inclusion
  • Capacity and Capability
  • Supporting Sustainable Travel.

The 2024/25 Programme saw 42 projects delivered across the SPT region.
